Priority Should be Based on Initial Evaluation Score

.Club Domains, LLC, believes that the fairest method is to assign priority 
based on the application score. Those applications that went well beyond others 
to ensure that they met and exceeded requirements would be rewarded for their 
efforts and investment. Originally this proposal was not possible because all 
applications would have to be initially reviewed. However that no longer is an 
issue since they eliminated batching.
