[dssa] consensus call -- risk analysis framework

hi all,

we've been working our way through the "how shall we do our analysis?" question 
on the last several calls and we've arrived at a selection that we'd like to 
test for consensus over the next week (on the list) and confirm on our call 
next Thursday.

the direction we'd like to take is a tailored-for-us version of the NIST 800-30 
methodology.  i've begun extracting the methodology into a mind-map and have 
begun posting the latest version on our Risk Analysis-framework wiki page.
