First of all, I would like to express my strong support to EOI. And
I really appreciate effort of ICANN staff, EOI WG, and other people
who are involved in new gTLD process for pushing this forward.

I think any process to push this forward would be good for people
who want this happen or people who don not want this happen
so we can find out what real issues would be. We need reality.

My comments on EOI would be as follows.

- Only participants in the EOI process should be able to participate
 in the actual new gTLD program.

I support EOI because it is best way for ICANN to get numbers of
potential participants and strings of applications. So ICANN and
community would be able to figure out what real issues would be.

- 100,000USD as deposit for participation with no refund. And it would
 be deposited for the actual new gTLD application fee.

To make sure participants are ready for starting new gTLD, participants
need to show that they are strong enough to be TLD registry financially.

- Strings, company information, business plan, brief information of how
 participants would like to handle registration policy should be collected
 from participants.

Just enough information to find out who, what and how new registry
would be operated so participants are ready for new gTLD.

- Potencial issues of EOI.

I found it difficult for some potential participants for city TLDs who might
not be ready for EOI time line. And I think we can think about making
different round for city TLDs  since it has different process required
compare to open names.
