No provision for individual participation

The RALOs are supposed to be the forum for individual Internet User
participation and representation in ICANN, yet the EURALO MOU makes no
provision for the direct participation of individuals.  Instead, the
hierarchical structure, forcing them to interact through At-Large
Structures, raises just another barrier to individual involvement.

This baroque structure does not serve the interests of many individual
Internet users.
