The IDN ccTLD process indeed is a giant leap towards promoting
multilingualism over Internet. Draft implementation plan comprehensively
addresses concerning issues that could come up in the applicant mind.
I would like to comment on probable timeline(s) and cost which would be an
important factor for the applicant. It may be appropriate if the plan can
also elaborate the probable time period for three-stage methodology. This
would help the countries interested to participate to have some idea of
time they have to complete their preparations and implementation.
Moreover, during its RFI ICANN has asked the countries to estimate the
timeframe to conclude their preparations for Fast track process. Does this
reflect the preparation stage as per the module 5 of the draft
implementation plan? Secondly the plan in next draft may highlight cost to
be paid by the applicant; developing countries generally have a tight ICT
budget, a general fee idea may help them in planning the associated cost
in a better way.
