I. BACKGROUND
ICANN recently posted on the dashboard, the functional reporting. This is a
new more detailed expense reporting which is in response to community feedback
and to facilitate a better understanding of ICANN's budget priorities and
efficiencies of spending.
This comment request was to encourage community members to provide feedback on
the substance and form of the reporting to help ICANN adjust the budget formats
in FY10 and beyond as well as to systematize the monthly dashboard variance
analyses.
II. GENERAL COMMENTS and CONTRIBUTORS
As of the 10th of May informally extended deadline, a total of 3 community
submissions have been made to this comment forum. Two of the submissions were
advertisements (one of those was in Spanish). The one contribution summarized
and analyzed here was:

III. SUMMARY & ANALYSIS
CG supports the concept of more detailed expense reporting and believes even
more details need to be reported. CG believes that the forum for the
breakdown whether the dashboard or elsewhere is to be discussed. In any case,
the breakdown between supporting organizations and advisory councils (SO/AC)
needs to be provided. The monthly variance analysis of this would be helpful,
but the budget, at a minimum should be presented as such. This will allow
cost benefit analyses as well as facilitate an understanding of the
relationship between the contributions to ICANN vs the resources required from
ICANN for each SO/AC.
Although not posted, staff has heard appreciation for more detailed expense
reporting and appreciation for posting on the dashboard. Staff has repeatedly
heard from community members requests for even more expense details, and in
particular the breakdown of expenses in categories consistent with the
community member's stakeholder interest group.
IV. NEXT STEPS
ICANN has committed to provide even more detailed expense reporting to be
posted for community comment. The FY10 budget will be reported on in the
functional reporting format, and the periodic variance reports as reported on
the dashboard will be presented as well.
