The RyC will use the following principles as a basis for evaluating GNSO
structure proposals.
RyC Principles for Restructuring
1. The positions of all impacted stakeholder groups should be
considered in policy development efforts and in any GNSO elections such
as the election of officers and ICANN Directors.
2. Sincere efforts should be made to create policies and elect
people that are supportable by the largest number of stakeholders
possible.
3. In all GNSO activities, the possibility of capture of a
constituency or stakeholder group by an unrepresentative group of
individuals should be minimized.
4. For all policy development activity, the extent of outreach and
the level of representativeness of constituency and/or stakeholder
positions should be documented.
5. Procedures for developing policy should ensure that mandatory
policies are consistent with and pertain to ICANN's core value of
preserving and enhancing the operational stability, reliability,
security, and global interoperability of the DNS and respecting the
creativity, innovation, and flow of information made possible by the
Internet by limiting ICANN's activities to those matters within ICANN's
mission requiring or significantly benefiting from global coordination.
6. Policy development procedures must take into consideration the
possible impact of contracted parties before proposed consensus policies
are approved by the GNSO Council for consideration by the Board.
