[gnso-contro-wg] proposed draft of controversial names subgroup report

Hi,

As requested, a draft of the controversial names subgroup report is  
attached, though I admit to a personal definition of the notion of COB.

While the subgroup has had a day to review this, a meeting to discuss  
this proposed draft report is scheduled for Thursday at 1500 UTC.    
It is therefore quite possible that substantive changes will be made  
to the draft before the RN meeting at 1800 UTC.  It is being sent  to  
the entire RN WG in an effort to comply with the posting requirements  
for the 3 May meeting.

I have tried to take into account the discussion we had on our first  
call, and the few emails that have been exchanged on the gnso-contro- 
wg list.  I have also tried to take into account ideas that came out  
of private conversations I have had with participants in the  
subgroup.  However, currently, this draft (rev02) can only be seen as  
the chair's (i.e., my) proposal to the subgroup.
