Article X, Sect. 3, 5. ICANN Board seats 13 & 14

Regarding the council selection to fill board seats NCSG council members
who are delegated from At-Large/ALAC should not be given the right from
being selected. Reason: The Working Group on ALAC review concluded that
At-Large/ALAC should be allocated 2 board voting seats. In case the
board is going to approve this recommendation (allocation of any seat)
there would be an additional chance for At-Large/ALAC to be seated on
the board through council selection.
This has appropriately to be reflected in the bylaws.


Article X, Sect. 3, 7c. Absentee voting
Article X, Sect. 3, 9. Voting thresholds

In my understanding absentee voting and voting thresholds are measures
to ensure broad participation and/or broad consensus for specific
subjects at the time of a vote.
Subjects that influence the GNSO in its organizational structure are not
yet included in the bylaws. But they are of basic interest for the GNSO.
Therefore I suggest to extend the absentee voting/Voting thresholds
lists mentioned above (either one or both).
E.g. Article X, Sect. 3, 7c could read "...Members that are absent from
a meeting at the time of a vote on whether to initiate a PDP, forward a
policy recommendation to the Board, amend Article X of the Bylaws or
fill a position open for election may vote by absentee ballot...".
Suggestion for Article X, Sect. 3, 9: "...g. Amendment of Article X of
the Bylaws requires a majority of both houses and further requires that
one representative of at least 3 of the 4 Stakeholder Groups supports."
