I think reaching an agreement within the task force on a draft purpose
by Luxembourg is probably optimistic, but I hope the task force can at
least have some "options" available for Luxembourg for further public
discussion. The meeting after Luxembourg will be in late November - so
there is a large gap between face-to-face meetings.
If at all possible I think the time in Luxembourg should be used to
discuss the purpose, rather than just add to the list of uses. Even if
the constituencies spend some time discussing the purpose in Luxembourg,
and the results of these discussions are presented during the public
forum.
