I'm only concerned if the default action is to proceed towards
implementation. There are any number of ways that we can find answers to
these questions without reversing the recommendations, none of which I'm
particularly wed to.

I agree that this would probably better be settled by a resolution of
council either to a) create a council level committee to look at the
issue or b) reconstitute the old TF or create a new one to make further
recommendations or c) refer it to staff for analysis.

We do have a lot on our plate.
