I assume that if Tom's proposal is followed (as noted in a separate
posting, I can accept all but one of the proposed changes), then the
specific questions to be posed on each of the issues would be circulated
to the group with ample opportunity to comment or suggest revisions.

Jordyn,

thanks for all the work. Having considered the proposed changes I would
suggest that we leave the recommendation in its original wording and
simply add the changes as questions for the public commenting period and
finalize the preliminary report.
