Dear all,
 
Below is the preliminary summary of this week's task force call. 
 
To avoid us under-utilising the smaller number of working days between calls
now that the task force is on a weekly call schedule, I am sending out the
summary before it's been vetted by Jordyn.  So, my apologies in advance if
there are any mistakes, and please feel free to email me/the list with
corrections.

1                                 Review of constituency statements on
purpose of the WHOIS contacts

Each of the constituencies present gave a summary of its constituency
statement on the purpose of the WHOIS contacts.  There was a preliminary
discussion of the statements - this discussion will be continued on a future
call. 

 

 

Actions

*       Maria to circulate to the list an updated document comprising all
the constituency statements on the purpose of the WHOIS contacts. 
*       Maria to prepare a side by side comparison of each of the
constituency statements to allow a direct comparison of feedback on each of
the contacts.

2          The scope of WHOIS

The task force discussed whether the purpose of WHOIS is narrow in scope and
focused specifically on factors relation to the registration of the domain
name, or whether WHOIS is a broader repository of contact information
related to any issues on use of a domain name.   The discussion developed
from an informal agreement on a previous call that technical issues related
to the domain name registration or delegation are in the scope of the
purpose of WHOIS.  

 

Actions

*       TF members to discuss on-list what data gathering, if any, might be
useful on how the various WHOIS contact fields are populated. What
approaches would be useful?
*       Jordyn will email framing questions to the list to guide the
discussion.
*       Task force members who support the idea of a broader purpose for the
technical contact are encouraged to consider if a larger data set is needed
to support this, and what form it might take. 
*       The discussion will be continued on next week's task force call. 

 

Next Task Force call is Tuesday, 8th November at the same time. (The call
will be one hour long.)  

 

Finally, during the call, Jordyn circulated to the list the item of the
WHOIS Task Force's terms of reference (June 2005) which includes the
definitions provided by the Transfers Task Force.  This is included below. 

 

Define the purpose of the Registered Name Holder, technical, and
administrative contacts, in the context of the purpose of WHOIS, and the
purpose for which the data was collected. Use the relevant definitions from
<http://www.icann.org/gnso/transfers-tf/report-exhc-12feb03.htm> Exhibit C
of the Transfers Task force report as a starting point

"Contact: Contacts are individuals or entities associated with domain
name records. Typically, third parties with specific inquiries or
concerns will use contact records to determine who should act upon
specific issues related to a domain name record. There are typically
three of these contact types associated with a domain name record, the
Administrative contact, the Billing contact and the Technical contact.

Contact, Administrative: The administrative contact is an individual,
role or organization authorized to interact with the Registry or
Registrar on behalf of the Domain Holder. The administrative contact
should be able to answer non-technical questions about the domain name's
registration and the Domain Holder. In all cases, the Administrative
Contact is viewed as the authoritative point of contact for the domain
name, second only to the Domain Holder.

Contact, Billing: The billing contact is the individual, role or
organization designated to receive the invoice for domain name
registration and re-registration fees.

Contact, Technical: The technical contact is the individual, role or
organization that is responsible for the technical operations of the
delegated zone. This contact likely maintains the domain name server(s)
for the domain. The technical contact should be able to answer technical
questions about the domain name, the delegated zone and work with
technically oriented people in other zones to solve technical problems
that affect the domain name and/or zone.
Domain Holder: The individual or organization that registers a specific
domain name. This individual or organization holds the right to use that
specific domain name for a specified period of time, provided certain
conditions are met and the registration fees are paid. This person or
organization is the "legal entity" bound by the terms of the relevant
service agreement with the Registry operator for the TLD in question."
