One more which is implicitly covered in Steve's points, but I think
merits more direct and explicit mention.
* This approach follows the growth and expansion, in both number
of users and importance as a means of communication, of the Internet.
It follows that the purposes of Whois be broad enough to support the
standing of the Internet today.

(1) This approach is most consistent with the history of Whois, as
documented in the background paper submited by IPC (as well as
elsewhere).
(2) This approach is most consistent with the actual uses of Whois to
help resolve these issues, which we think is a highly relevant (though
not necessarily determinative) factor in defining purpose. (You have
of course the various lists of uses of Whois.)
(3) This approach is consistent with ICANN's Mission and Core Values as
summarized in the IPC background paper.
Others from IPC/ISPC/BC, feel free to chime in.
