Dear Steve,
Here's my experience:
I post.
I then get a return email asking me to "verify that I sent this
contribution.
I respond in two ways, and the return email usually suggests that I do both.
My experience is that I only need to do one, and then I see my posting on
the ICANN site.
So you get the email verified when you respond to the return email from the
ICANN site.
I recall that the return email has always come back within minutes to an
hour. however, I do note that sometimes MY SYSTEM put it into the spam
filter.
I'm the cautious type and check my spam filter daily, so hasn't been a
problem for me.
JUST a heads up for others.
The spam filter problem is at my end, NOT an ICANN problem. :-)

Thanks to staff for adding the following to the ICANN posting of the
preliminary report:
(Please note that comments are only accepted from verified email addresses.
If the comment system does not recognize your email address, it will send a
message to that address, with instructions as to how you can confirm your
submission. Unconfirmed submissions are deleted after 5 days.)
Can the staff advise how one gets one's e-mail address "verified" for this
purpose?

Neither the GNSO posting nor the ICANN posting seems to include the sentence
that Kathy suggested, warning people that after submitting a comment they
will need to respond to an automated message verifying the submission. Can
this be added?
Also the GNSO posting refers to this as the "Final Preliminary Task Force
Report," which is confusing. Perhaps it should be changed to conform to the
ICANN posting, "Preliminary Task Force Report."

Thanks for the broad posting of our report. The GNSO website, however, does
not make clear that there is a public comment period associated with the
Preliminary Task Force report. Would it be possible to expeditiously
include the same line from the ICANN homepage:
<http://www.icann.org/announcements/announcement-18jan06.htm> The
"Preliminary Task Force Report on the Purpose of Whois and of the Whois
Contacts" has been posted.
Public Comments are open from 19 January 2006 to 08 February 2006.
Further, the link on the GNSO website should go to the Request for Comments
page, not straight into the report. That gives people links to the report,
comments email and archives.
Again, I think the ICANN homepage gets this right and if the GNSO page
follows, all will be well.
