While it wasn't a vote respondents noted what formulation they supported. I
too believe that Jordan's original text is accurate.

We have already heard from the chair of the GNSO that this is not a
vote. Using the word "favored" implies a majority position. This is
inappropriate wording for this slide.
A more compatible wording would be to state:
* Recently concluded public comment period. Received approximately 45
responses. Submissions summarized and included in final report to Council.
