I also approve, with the correction of a couple of typos and one other
correction.  
 
On page 11, in the paragraph beginning "The Council directed...":
 
In fact there was not only a preliminary report on the "Recommendations
relating to improving notification etc." but a final report which was
transmitted to the Council on May 26, 2005.  See
http://forum.icann.org/lists/gnso-dow123/msg00327.html.  Perhaps, as in
the sentence that follows it, the full title of this report can be
provided along with the date of transmittal and a URL where it can be
found.  (Unfortunately I don't know what the URL is.) 
 
In the last sentence of the same paragraph, I believe the date should
read 25 October 2005, not 2006. 
 
 Finally, on pages 43-44, the numbering of the first four "main
elements" of the special circumstances proposal seem to have
disappeared.  They should be restored so that commenters can readily
refer to them.
