1    Review and agree Whois Task Force schedule

The remaining meetings of the Whois Task Force will be held in the same time
slot (10:30 EST, 15:30 UTC. 16:30 CET) on the following dates: 

*       8th January
*       22nd January
*       29th January
*       5th February
*       12th February 

 

The following dates were also confirmed / noted as reminders:

*       15th January - deadline for constituency statements on Preliminary
Task Force Report on Whois Services
*       15th January - deadline for public comments on Preliminary Task
Force Report on Whois Services
*       19th January - staff to circulated Draft Final Task Force Report on
Whois Services
*       12th February - Task Force vote on Final Task Force Report on WHOIS
Services

The task force will use the period from 19th January to 12th February to
consider the public comments and constituency statements and conclude its
outstanding work before finalizing the report to the Council. The Final Task
Force Report will be submitted to the GNSO Council following the task
force's vote. 

 

Jordyn confirmed that as the anticipated timeline for publication of the GAC
principles on Whois goes beyond the remaining work of the task force, that
the GNSO Council will consider the principles, and also the ICANN Board. 

 

Jordyn noted that unless current and future proposals to the task force get
it substantially closer to consensus, they are unlikely to feature
prominently in the final report. 

 

Action items:

*       Constituencies need to provide their constituency statements by 15th
January, 2006 

 

2          Review/recap of Sao Paulo activities:

Jordyn reported that Task Force members present in Sao Paulo had a brief
meeting with the Council to discuss scheduling and completion of the
outstanding work of the task force.

Maria gave a re-cap of new ideas presented during the public forum (see MF

   -> Discussion with GAC

 

Task Force members and staff gave a re-cap of the meeting with the GAC at
Sao Paulo. 

 

Action items

*       Maria to follow up with Bertrand de la Chapelle about his comments
on technical safeguards for the privacy of information, and revert to the
Task Force

 

 

3          Discussion of new proposals to the Task Force

Jordyn noted that the Task Force will not spend significant time discussing
proposals that don't attract stronger, consensus-based support than the
existing two proposals in the Preliminary Task Force Report. These proposals
can be included in the Final Task Force Report and can have brief
discussions to help the Task Force understand them and identify likely
points of consensus. The Task Force will take somewhat more notice of
proposals by its members as opposed to public comments, but all proposals
will be considered to find policy positions that help get the Task Force
closer to agreement. 

 

The Task Force held a discussion of the proposal by Wendy Seltzer, Robin
Gross and Avri Doria. The Task Force will discuss Marilyn Cade's proposal at
its next meeting. 

 

 

Action items:

*       Further proposals from task force members should also be sent to the
public comments forum on the Preliminary Task Force Report

*       Marilyn Cade will submit a revised version of her proposal to the
Task Force list. 

 

 

4          Deliverables and approach on remaining work items:

The remaining work items are; 

*       Access to data
*       "What happens when an OPOC gets requests"
*       Success metrics
*       Consider the public comments received
