Dear Task Force members,
 
Attached ahead of tomorrow's conference call is version 1.3 of the Final
Task Force Report. 
 
It is in a 'clean' version, with no changes marked, and an updated table of
contents. It is also in a redline, 'changes marked' version, where the table
of contents has not been updated (vagaries of MS Word prevent updating the
table until all changes are accepted.)
 
The changes I have made are as follows;
 
- included discussion/response to public comments from proponents of each
proposal; OPoC and Special Circumstances
- re-ordering of annexes, to move section that will hold the minority report
to a higher position
- deletion of OPoC and Special Circumstances proposals from the Annexes. The
final report will have one proposal as the TF recommendation, the other in
an annex marked 'Minority Report of the Task Force'. 
- insertion of section on success metrics
- insertion of two new appendices; one on the task force's working method
and outreach efforts, another on relevant GNSO Council resolutions. 
 
As the Task Force has not yet voted for its final policy recommendations, I
have not finalised the executive summary.
