Add at end of first paragraph of Executive summary section 2.1 Summary
of the Task Force Policy Recommendation to the GNSO Council:
"Other proposals discussed and considered by the Task Force are in
Appendices B, C and D. The special circumstances proposal in was
supported by three constituencies who prepared a minority report
(Appendix D)."
