Olof, thanks so much for this great effort at a first draft.  My initial
comments are attached.

Anyone else is welcome to post comments either to Olof or the list.  I
intend to work through this first draft and any comments on our next call,
particularly Secs. 4&5.  There are open sections for text from several
people who have promised it.
