Jeff,

The "final report" is confusingly named, as it initiates rather than concludes 
PDP action on the topic, and, while it provides detailed documentation, in my 
view is of limited utility to this group, because it is essentially a 
restatement of what has transpired in (very long) summary form.

Certainly Council members should respond, but I think the purpose of this group 
now is to consider the public comments and the constituency statements and 
determine whether modifications or revisions to the draft resolution are called 
for in light of those comments.  Here's what the relevant language in the 
resolution says:

 3. The Design Team shall then meet and confer with respect to the Final 
Report, in order to consider any public comments and/or amended Constituency 
Impact Statements and to consider any suggested amendments to the Draft Motion, 
and shall recommend a Final Motion to be considered by Council to vote in its 
scheduled meeting April 17, 2008.

Working back from the 17th you will want to have any changes to the motion 
posted and distributed to the Council at least a week before the GNSO Council 
call.

Ok.  So, the final report will not contain a modified resolution (if indeed one 
is necessary) or revisions (if necessary) by the working group?   I am just 
trying to figure out what our group's role is now.

The public comments summary will be posted on the web site later today and I 
will also distribute it to the list, but it will only be a summary of the 
public comments.  The constituency statements are not included in that summary. 
 They will be included in the "final report" which is due Friday.
