Hi all,As promised, here's a starting-point for the proposal-development process. It's just the way *I* would like to see a proposal that I could review, nothing more. I've inserted a few things, and lots of commentary about those things, to get the ball rolling. I have asked for staff support in maintaining and updating this (or whatever) document and Liz Gasster has volunteered Marika Konings to fill that role, under Liz's supervision.
