I'm costing out expanding CORE's hours of secretariat, from
Europe+Africa, to that plus the Americas, and zero isn't the number I'm
looking at, and I'm just costing for member support, which assumes
reasonable people trying to be reasonable with each other, which may not
be the best model for a "24/7 abuse queue" targeted by non-members.
I concur that the "incremental cost is zero" statement is incorrect.
