5.8 What would be the impact (positive or negative) of establishing
limitations,

1078 guidelines, or restrictions on registrants, registrars and/or
registries with

1079 respect to practices that enable or facilitate fast flux hosting?

1080

1081 o Support

1082 Answering this question should be deferred until there is; a robust
technical and

1083 process definition of "Fast Flux", there are reliable techniques to
detect Fast Flux

1084 enhanced networks while avoiding false positives, there is reliable
information as to

1085 the scope and penetration of Fast Flux networks, there is reliable
information as to

1086 the financial and non-financial impact of these networks, there has
been an

1087 assessment of need (based on the above) and, the requirements have been
defined

1088 for proposed solutions.

Is this better as an answer for both 5.8 and 5.9?

1081 o Support (or Agreement?)

1082 Any attempt by the WG to answer this question is deferred until the
next Constituency Statements and public comments, particularly requested on
these points, have been received and reviewed by the WG. Proposed solutions
may include limitations, guidelines or restrictions on registrants,
registrars and/or registries, designed to mitigate the occurrence and
longevity of fast flux attacks. At that point, the WG might make an
assessment of need for proposed solutions, balanced against the potential
impacts.
