[gnso-idealprocess-st] First draft of section for Initial Report incl. recommendation

Following our call yesterday, I've taken a first stab at drafting the missing 
sections for the Initial Report in relation to Charter Question A. I've 
incorporated the process as circulated by Mikey yesterday (noting that further 
changes may be made to this following today's call) and wording as suggested by 
James on the different options for the policy to be adopted (stand-alone, as 
part of IRTP or hybrid solution).
