Ok everybody, we need to get this started. (was on the road since last email
below, sorry for the delay).

After talking the topic over with Chuck and Avri, after the call last week,
I believe our task is to develop a position paper in time for the next
council call (December 20th) - covering the following numbered headings. I
have inserted a few bullets under each as a means to kick start the
discussion but will ask you all to contribute. This needs to represent the
GNSO and so my notes are merely to get a discussion started here on this
list as well as in the calls.

Also, Glen, will you set of a couple of calls for us between now and
December 20th?

1. basis for allocating TLDs to the GTLD and ccTLD name spaces

- history on ISO3166 usage
- introduction of IDNs expanding/changing (or not?) this perception
- timing compared to the introduction of new gTLDs

2. explanation or clarification of the limited scope of the IDNC

- limited number of IDN TLDs to cover special need
- define special need
- will not set precedence but rather all those allocated in the fast-track
need to follow the rules and policies later set by formal PDP
- ensure no delegation of ccTLDs that will be considered "gTLDs"
- relationship between ICANN and the IDN ccTLD fast track allocated
registries.

3. ensuring adequate GNSO representation/member on the IDNC WG

- need adequate reps across ccNSO and GNSO for competition reasons
- review of different relationship that exists today between ICANN and gTLDs
vs ICANN and ccTLDs (potentially in 1) instead of 3))
- statement of what the GNSO believes the future relationship should be


Potentially more from the GNSO reply to the "ccNSO IDN Issues Paper" that we
can include above. I see there is a call on this topic next week and will be
joining it, but also hope one of you have a good overview of the positions
from the GNSO side to be able to expand and include it in the above.
