[gnso-idn-wg] Appointment of GNSO IDN WG liaison to ccNSO-GAC IDN WG

I'm pleased to announce that Werner Staub will be our liaison to the joint
ccNSO-GAC IDN Working Group.  In this role, Werner's task is to provide the
joint WG input on the proceedings of the GNSO IDN WG, and in turn to bring
to us feedback from the proceedings of the joint WG.
