That is my point from the very beginning: If you start with exceptions before
you have tested the quality of the existing safeguards in the Guidebook you
will open a box of pandora. The except5ion becomes the rule and nobody knows
anymore what is allowed and what forbidden.

It may be out of our formal scope, but we must recognize that
granting new and powerful rights to the groups we are looking *will*
set a new de facto standard that others will aspire to.
