[gnso-igo-ingo] Initial Report Public Comment Box Update

Dear WG Members,

After consulting with Thomas as Chair, and in order to facilitate and
encourage community feedback on the large number of proposed policy
recommendation options for protections of IGO/INGO identifiers presented in
the Initial Report, the public comment box has been updated to include a
form which hopefully helps to simplify what is being asked of the community
in terms of feedback, and that formulates the feedback in a way that would
be more helpful for the WG's future deliberations.
