Here is an early draft reflecting possible revisions to the decision-making
levels in the GNSO. Although the sub-team (including Greg, Cintra, Thomas
and myself) is still not completely settled on this, we thought sharing it
at this point for the purpose of discussion with the rest of the committee
might be a good idea.
