I agree with Alan's view here – it is unfeasible to provide such protection at
the second level name and it makes sense for only the identical matches in the
6 UN languages to raise the red flag.
One other comment on the proposal from the Red Cross: Any registry receiving a
request of registration of a second-level domain should therefore have an
automatic system by which the request for registration of any denomination from
the list or an imitation thereof should raise a red flag, requiring the
registry to check whether the user is legitimate.
This last part that requires the registry to check wether the user is
legitimate is problematic and I can see various issues relating to costs as
well as the fact that Registries are not there to check the legitimacy of ANY
registration. They should make clear what is legal or illegal, but having the
Registries checking what is legitimate is a slippery slope. Please bear in mind
that intermediaries, like Registries, are immune from liability in both the US
and the EU and this imposes new forms of liability which goes contrary to US
and EU legislation.
