If you go to the ICANN home page an then look at open comment periods, it is not listed. PDF attached. Should be just before or after IDN comment.

While preparing to post the ALAC statement to the public comment,
At-Large Staff discovered that there was no such open comment period.

exist, but are not listed as an open public comment -

So much for the Council deferring the motion to allow for the
submission of further comments.
