Thanks Chuck.  I assume you mean, that if there are not changes, we should not 
go backwards…..I think you left out the not.
 
I want to also stress that the analysis of the public comments should not just 
look at opposition, if there is opposition, but to look at whether the 
arguments raised by the opposition were not previously raised within the 
drafting team.  Another way to think about it is whether there is any new 
information presented by the comments that the Drafting Team did not have in 
its consideration of its recommendations.

I definitely support putting the motion forward if, after we review and analyze 
the public comments, those comments demonstrate strong opposition to our 
recommendations or suggest significant changes.   
Our task today should be to review and analyze the public comments and decide 
whether any changes are in order; if not, we should go backwards and revisit 
our decision.

Assuming the Drafting Team has not changed its view on the recommendations 
posted for public comment, I intend on sending in this motion to the Council by 
the end of the day.  Lets discuss on the call today. I know the reply period 
ends in 2 days, but the motion needs to be filed today in order to be on the 
GNSO Council agenda next week.
