I have included the following as a comment on the wiki. I might add that
despite what I said on the conference call this morning, providing bulk
transfers for registrants should be considered separately if at all. The
language here and my consultation with Tim leads me to believe that the this
issue is not intended to provide transfers for registrants.

Issue III
I suggest that our consideration of partial bulk transfers be limited "to
consenting registrars in the circumstance where one ICANN-accredited
registrar purchases, by means of a stock or asset purchase, merger or
similar transaction, a portion but not all, of another ICANN-accredited
registrar's domain name portfolio".

Tim Ruiz, a member of the original group that recommended the issues for our
workgroup had this to say about issue three. "Something the WG may want to
review if they haven't is the NeuLevel registry service on this topic that
was requested by NeuLevel back in fall of 2006 and ultimately approved by
the Board. I believe this is why the issue was raised, to consider a policy
that applies to all gTLDs and not something that each registry would have to
propose individually."
