[gnso-lockpdp-wg] For your review - draft Initial Report, updated straw man & revised work plan

All,

As discussed during last week's meeting, please find attached a first draft
of the Initial Report. Please note that there are certain parts that will
require updating as we get closer to finalising the report and its
recommendations (e.g. executive summary, WG findings). The idea is that once
the WG finalises its work on the straw man proposal and its recommendations,
these will get inserted in section 6 of the report. However, in the meantime
you are encouraged to send any suggestions, edits, comments and/or questions
you may have in relation to the other sections of the report to the mailing
list (preferably by using track changes in the document).

In addition, you will also find attached the updated straw man proposal as
well as a revised work plan for your consideration. If there are any further
comments or proposed edits to the straw man proposal, please try to share
these with the mailing list ahead of the next meeting (Thursday 7 February).
