[gnso-lockpdp-wg] Updated version - Final Straw Man Proposal

All, as a result of feedback received from colleagues, I've made a number of
proposed changes to the latest version of the straw man proposal. Most of
the proposed changes are either clarifications or corrections to bring the
recommendations in line with other recommendations. There is one proposed
addition to draft recommendation #10 to include a scenario in which a
settlement would be reached to leave the domain name registration with the
respondent. You are encouraged to share your comments / edits on these
proposed changes as well as other items in the straw man proposal with the
mailing list as soon as possible (please note that in order to make your
review easier, I've accepted all the edits / comments from the previous
version).

Dear All,

As discussed today, please find attached the 'final' version of the straw
man proposal for your review. In redline, you'll see the minor changes
discussed today as well as some of the comments that make note of
information that will need to be added to the Initial Report.

Please send any comments, edits and/or questions on the straw man to the
mailing list at the latest by Wednesday 27 February. Following that, I'll
incorporate the recommendations into the Initial Report so we can start our
review of the remainder of the Initial Report on our call next week (any
comments / edits on the Initial Report are also appreciated ­ see latest
version also attached).
