Hi Marika,

The issue I see with the proposed wording is that it implies that the Registrar 
always has full control over the resolution. But in cases where the domain name 
subject to UDRP proceedings is hosted on a third party's name servers, the 
Registrar may not ensure that the domain name will continue to resolve.

Something along the lines of " In this context, the term "lock" means 
preventing any changes of registrar and registrant, without impairing the 
resolution of the domain name".

One suggestion I would like to make is, after reviewing the URS documents, 
whether it would make sense to add 'but the name will continue to resolve' to 
the proposed definition for 'lock' in the context of the UDRP proceeding as 
this would be in line with the WG deliberations as outlined at the bottom of 
page 26 – top of page 27. Preliminary recommendation #1 would then read: In 
this context, the term "lock" means preventing any changes of registrar and 
registrant, but the name will continue to resolve.

Dear All,

As discussed during yesterday's meeting, please find attached the latest 
version of the Initial Report for final review. Note that in addition to some 
minor corrections the following updates have been made:

  *   Added executive summary (see page 3-8)
  *   Added preliminary level of consensus for recommendations ('The Working 
Group appears to have consensus on all the above recommendations. A formal 
consensus call will be conducted once the recommendations are finalized 
following review of the public comments received on this Initial Report' - if 
there is disagreement with this designation, please share your views with the 
mailing list).
  *   Added section on expected impact of recommendations (see page 34)
  *   Added options concerning process for settlement for community input (see 
page 33-34)

Please review this version carefully and share any comments / edits and/or 
suggestions you may have with the mailing list at the latest by 18.00 UTC on 
Wednesday 13 March.
