 Matt Schneller:Registrars are going to object to having any affirmative 
obligation beyond lock, right?  I can't see widespread agreement by the 
registrar community that they must notify their customers upon lock.

 Matt Schneller:Oh, shoot, it's 8.  I have to scoot too.  We can't add the 
"lock" obligation without amending the Rules in some way, so we'd be suggesting 
just a set of best practices.  Right?
