  OLGA CAVALLI - STATEMENT OF QUALIFICATION

  Olga Cavalli is an ICT and Internet specialist with large experience in
project management, market research, competitive analysis, public policy and
regulations.

  In the private sector, she has worked as a consultant for companies and
non-governmental organizations from Argentina, Brazil, Chile, Uruguay,
Venezuela, USA, Canada and Germany.
  Presently she is involved in projects to enhance internet access in rural
areas in distant rural areas of Argentina.

  Ms. Cavalli is a member of the United Nations Secretary General?s
Multistakeholder Advisory Group (MAG) for the Internet Governance Forum and
was appointed by the ICANN Noncom to the GNSO Council of ICANN.

  Ms. Cavalli was the argentine representative in the WSIS Second Phase held
in Tunis.

  She is a Professor at Universidad de Buenos Aires, at the Instituto
Tecnologico Buenos Aires and at the Diplomacy career in the Ministry of
Foreing Affairs. She is organizing the First South School on Internet
Governance, to be held in March 2009 in Buenos Aires. A fellowship program
will allow students from Argentina, Brazil, Ecuador, Bolivia, Chile,
Uruguay, Venezuela, Mexico, Nicaragua and Peru to participating in this

  Ms. Cavalli is an Electronic and Electric Engineer, MBA, Master in
Telecommunication Regulation and a PHD candidate.

  She is fluent in Spanish, English, Portuguese and German.

  She lives in Buenos Aires an she is the mother of Juana and Federico.


  As per Chuck?s request about chair/vice chair qualifications, I believe
that the most important qualities for a chair / vice for this Working group
are:


    a.. Knowledge of GNSO present structure and also about the ongoing
restructuring process
    b.. Knowledge about the contracted and non contracted constituencies and
/ or stakeholdergroups
    c.. Be aware of the ICANN structure and ICANN different processes
    d.. Know the registries / registrars industry
    e.. Have good communication skills, in English and in his / her mother
tongue
    f.. Have good follow up skills
    g.. Have good management skills
  These are some of my experiences in this regard:


    a.. I chaired several national meetings before and after the Wolrd
Summit of The Information Society in Tunis (2005), these meetings were
multistakeholder.
    b.. I was in charge of the WSIS Tunis documents negotiations
representing Argentina, among 170 countries in a United Nation?s global
Summit
    c.. I charied some drafting teams in the GNSO (Travel policy, Geo
regions)
    d.. I am a university teacher and I am good in following up learning
processes with my students
    e.. I conducted several teams for mobile telephony and internet networks
development

course on Intellectual Property. Joined the ICANN constituency NCUC as
individual member. Participated in the IGF Remote Participation Working
Group as technical coordinator. Member of organizing team for IG Youth
workshop on IGF Hyderabad. focal point for IGF Wikipedia initiative. Expert
at Arab World Internet Institute (www.aw2i.org). Public Co-leader for
Creative Commons Tunisia license project.

    IG topics of special interest: Technical, social and economic aspects of

  BRIEF STATEMENT QUALIFICATIONS OF Mr. S. S. KSHATRIYA







  Mr. S. S. Kshatriya is an Independent Consultant on Internet matters
relating to media policy issues and, use of Internet for non-commercial
purposes in India and lives in Bangalore. A post-graduate from Allahabad
University in India he has a solid foundation in Science and Engineering.
Throughout his career in Government of India departments, he has been
associated with the work of non-commercial and professional bodies. Spending
major part of his career with Indian Space Research Organization as
Space/Rocket Scientist, Mr. Kshatriya is responsible for organizing rocket
building capabilities for Indian Space Program in its early years. As a
scientist, his experiment was accepted in SpaceLab-3/Space Shuttle and he
had an opportunity to work in NASA and be associated with International body
of scientists. He is the first Indian to have set foot in a Space Shuttle.



   Later, Mr. Kshatriya diverted his attention towards Internet around the
year 1994. A popular writer on science and technology matters, Mr. Kshatriy
took to writing on Internet and related matters in print and web in India
and in other countries, including USA. He is credited to have pioneered Net
Journalism in India. He has two published books to his credit and one of it
deals with the work of Indian Internet/IT stalwarts in USA. Mr. Kshatriya is
associated with several professional bodies such as The Institution of
Engineers, Indo-French Technical Association, and Computer Society of India
as their Fellow/Member and has been represented in their Governing Bodies.
He has used platforms of these bodies to further the spread of Internet in
India.



  An early Global Member of ISOC (about 1996), Mr. Kshatriy is also a
Founding Member of .ORG Advisory Council (2003). He did pioneering work
along with others on policy matters and issues relating to coordination
among AC, PIR Staff and Board, in those early years, other than looking at
technical and policy issues raised from time to time.



  Presently, Mr. Kshatriya is Committee Member of ISOC's Sphere Project, and
a Member of ICANN's 'GNSO Council Constituency Operations Team.' He has
plans to organize an ISOC Chapter in Bangalore. He wishes to involve deeply
into ICANN matters.

  He is also involved with the subject "History of Rocketry".





  Mr. Kshatriya has wide and deep knowledge of Internet and issues related
to it. He has worked with scientists, technocrats and Internet Experts of
International repute. He has excellent mastery in project management, in
conducting meetings, in solving problems and working amicably with persons
of different views, interests and nationalities. He is good at preparing and
analyzing reports and putting his views in clear and understandable terms.



  Mr. Kshatriya has travelled widely the world over. He has proven track
record for contributions to non-com work and presently, has plenty of time
and energy to devote to non-com work.

        I believe that most of us have had leadership roles, have chaired
meetings, lead projects and that should be ok for the present job too.

        AS for as I am concerned, some details below may interest the
members.
        -
        Chair or vice-chair in my opinion is a leadership role and person
should be able to carry the team members together by establishing and
creating a good communication. He/she should be able to communicate his/her
viewpoints effectively and able to appreciate other's viewpoint. Should have
enough time and energy to spare for the work.

        I was Chair of Editorial Group of .ORG Advisory Council
(www.pir.org) for a term in the very first year of PIR and did commendable
work in establishing procedures and creating background for future work
through online and face to face meetings and harnessing the talent of group
members. Later, I was Vice Chair of Policy and Outreach Group for a term and
helped the chair or led the group in chair's absence. A wealth of
information about me is available in Google search by entering name as: "S.
S. Kshatriy" (please note the absence of a after y in name.
        -
        I also played leadership roles in my non-com work with professional
bodies.
        I was Founder Secretary of Karnataka chapter of Indo-French
Technical Association and organised the chapter and its activities for
future work. Prior to that, the Association was centered only at Mumbai and
Karnataka was the first chapter organised in a full State. The work required
leading a group of professionals to organise the Chapter activities such as
Seminars, Workshops, meetings and visits.

        I was joint secretary of Karnataka Center of The Institution of
Engineers (India) for 4 years and Chair of its Production Engineering
Division for 8 years. It will be too lenghty to elaborate the work. The
Institution of Engineers is a body of about 80,000 professionals as Fellows
and Members plus others like Associates and Students.

        In my professional work in Space Research and other laboratories, I
have organised/created Departments and Projects and managed them.

        Thanks everyone for being patient while I was away from the office.
We definitely have a group of very talented and qualified candidates.  Below
is a review of my background and qualifications for Chair.



        Background and qualifications:



        For the past eight years I've been involved in the domain name
community working for registrars as a strategic consultant to their
corporate clients.  My client base includes a diverse group of industries
and ranges in size from small Internet start-ups to enterprises as large as
the top of the Fortune 500. I have worked with registrars of various sizes
as well, including VeriSign (when it owned a registrar), Net Searchers, Mark
Monitor and, now, Iron Mountain.



        My primary role has been in business development and sales,
positions that require effective communications and development of
collaborative relationships with partners, clients, internal support
functions and executive management.



        In addition to that role, I've been responsible for project
management and operational leadership for a number of functions.  These
include:





        ?         Managing large (11,000+) ccTLD registration efforts for
the protection of client brands and intellectual property.  I supervised a
team comprised of client services, operations, IT, sales, management, and
finance.

        ?         Managing an RFP response team for Iron Mountain's interest
in ICANN's Registrar Data Escrow (RDE) program.  This team included sales,
enterprise operations, client services, IT, engineering, legal, finance,
product management, executive management, and corporate communications.

        ?         Supervised a comprehensive program of RDE adoption for
900+ registrars around the globe.  This involved education of RDE
requirements and options, executing and processing individual contracts for
each registrar, and managing the on-boarding process.  This team included
inside sales, enterprise operations, client services, finance, marketing,
and corporate communications.

        ?         Led a team that negotiated and designed RDE Audit
product - a complex tool which compares random samples of escrowed whois
data to online whois records.  This team was comprised of sales, enterprise
operations, client services, IT, engineering, legal, finance, product
management, executive management, and marketing.

        ?         Separate from the industry, I also led a team of MBA
volunteer students on a consulting project, handling a market feasibility
study for a non-profit

        ?         Finally, I am Co-Chair of the University of Southern
California "Executive of the Future" program



        Additional operational experience before joining the domain name
industry includes:



        ?         Insurance underwriting and personal asset protection

        ?         Financial Controller and General Manager at an
infrastructure contracting company

        ?         Payroll and Financial Account Management

        ?         And most important - a baby photographer



        My core skills include organization, project management,
relationship building, understanding the big picture and how to move things
forward, negotiation, and resource acquisition.  I believe these skills
would compliment and serve the group's efforts.

        Michael Young

        Michael Young is a member of the founding management team at
Afilias. Since 2001, he has played a key role building registry services
around the world for over 10% of the internet. As well as a significant
contributor and participant in IETF working groups and ISOC supported
initiatives, Mr. Young directly assembled and lead the technology teams that
launched the first of the "new" gTLDs, ".Info" and introduced real-time DNS
propagation to the gTLD marketplace .   A patented inventor of Internet
Registry technologies, Mr. Young has over 20 years of project management
experience leading diverse and senior resource groups in multi-faceted,
multi-million dollar projects.

        At Afilias Mr. Young's role as head of product development is to set
and implement consistent and successful life cycles from cradle to market
for all products. This includes building business cases as well as ensuring
standards in quality, delivery and market viability across numerous
functional areas such as operations, engineering, business development,
marketing and sales. Additionally, Mr. Young's role includes voting
representation of Afilias in the Registry Constituency at ICANN.

        Prior to joining Afilias, Mr. Young's IT career has been
concentrated in systems operations and software development management,
specializing in 24/7 high availability environments. Mr. Young headed up
technology operations for one of Canada's premier institutional brokerage
houses, GMP Securities. As Senior Project Manager at an Internet-based home
delivery service, GroceryGateway.com, he coordinated and engineered the
start-up of mission critical systems involving business systems,
development, quality assurance and operations.

        Mr. Young holds a BA from the University of Toronto, and an MBA from
Cornell University.

        As noted, since all the candidates do have more than adequate
leadership experience, perhaps we should focus on what we can uniquely
contribute in the roles and what we think would be valuable.

         Firstly, I believe the vice-chair role would be benefited by an
individual that can typically attend the face to face meetings in person.
This is a commitment I can make due the structure of my employment. Of
course advanced leadership and project management skills are required, which
I have already covered in my earlier bio.  Most importantly, I believe it
would be helpful for at least one of the two chairs to be filled with
someone who has deep operational and service experience within the industry
that ICANN related activities affect.  I believe one of the greatest
challenges in surrounding policy work of any sort is to consistently weigh
the impact that policy decisions and governance structure have on industry
executing parties, and the constituents they service.  One element, in
perhaps creating a neutral and fair leadership for the COT, could be to have
one chair come from a non-contracting party background, and one come from a
contracting party background.
