Please find attached Subtask-1 Final Draft as a Rough Consensus document for 
your consideration which was circulated to Subtask Team and comments were 
received. 

 S.S. Kshatriya, Rafik Dammak, Victoria McEvedy and Claudio DiGangi  
are members of Subtak 1 team. 

In Agreement with Final Draft:
• S.S. Kshatriya - Individual (India)—Lead and author of document.
• Rafik Dammak - Non-Commercial Users Constituency
• Victoria McEvedy - Intellectual Property Interests Constituency
 3 members in favour

Not in Agreement with Final Draft:
• Claudio DiGangi - Intellectual Property Interests Constituency
1 members against.

We have achieved rough consensus with 3/1 in agreement, achieving more than 2/3.
