Dear Operations Steering Committee members,

At Chuck's request, here are the meeting notes from the 25 October meeting.   
Also, attached is a revision of the recommendations for the tool kit of 
services for constituencies and stakeholder groups, based on changes agreed to 
at the 25 October meeting.  Please review both documents and provide comments 
not later than Wednesday, 04 October.
