[gnso-osc-csg] Toolkit of Services Recommendations

Thanks for the discussion in our meeting earlier regarding the minority
reports related to the Toolkit of Services recommendations.  It helped
me find an omission in the report that has since been corrected.  When I
checked the report, I discovered that the reference to the minority
reports was inadvertantly left out even though the OSC had specifically
requested that.  The attached document corrects that omission by adding
a section at the end of the document titled Working Team Level of
Support for Recommendations.
