Thanks Chuck, I agree and I already have the action item to change all
references in the recommendations to Constituencies/Stakeholder groups and plan
to do so when we finalize the document as a global change. Re: 2) below, were
you suggesting new language for Subtask 2? If so, note that the language I
have included is from the BGC report so I’m not sure where you want me include
your suggested language: "Constituency procedures and operations should be
transparent, accountable and accessible.” Did you want to replace language in
Section 3 paragraphs d through f?

Task 1, Subtask 2, Section 3 Communications, paragraph b: “Mailing and
discussion lists should be open and publicly archived --with posting rights
limited to members at the election of the Constituency.”
BGC Report, 08 February 2008, page 43:
“In addition, the GNSO constituencies, with Council and staff participation,
should develop clear operating principles for each constituency to ensure that
all constituencies function in a representative, open, transparent and
democratic manner. Operating procedures adopted by constituencies should
reflect common principles and follow these guidelines:
o Mailing and discussion lists should be open and publicly archived (with
posting rights limited to members).
o Procedures for developing policy positions should be clear. There should
also be publicly available information about how many participants from each
constituency were involved in the development of any policy position.
o Constituency processes should encourage participation from stakeholders
across the globe. Where possible, relevant documents should be made available
in multiple languages.
o There should be term limits for constituency officers, so as to help attract
new members and provide everyone with the chance to participate in leadership
positions.
o There should be an emphasis on reaching consensus to achieve objectives and
closure on issues. “
Task 1, Subtask 2, Section 3 Communications, paragraphs d-f, re: Constituency
Disclosure Policy: I was unable to identify a recommendation that specifically
described a “Constituency Disclosure Policy,” although the following statement
on page 4 references recommendations concerning transparency and
accountability:
“Constituency procedures and operations should become more transparent,
accountable and accessible. The Board should ask the GNSO constituencies to
work with staff to develop participation rules and operating procedures for
all constituencies that set certain minimum standards regarding the importance
of transparency and accountability.” [Gomes, Chuck] Saying "should become
more transparent, accountable and accessible" implies that all
constituencies/SGs are lacking in this area. I think we should say something
like this: "Constituency procedures and operations should be transparent,
accountable and accessible."
