Ray Thanks for sending the draft in advance. Having only had limited time to review the text I?d like to propose the edits in the attached draft. As stated last week, I have no problem in seeking feedback on this proposal, however I do not support it being put forward as an agreed approach that has the backing of the group. Personally I struggle with this concept as under the BCGs recommendation that is the basis for moving forward the GNSO will only generally serve as an administration body with a much lighter work load and reduced responsibility. On that basis I cannot see the benefit of an approach that requires even more people to be involved in handling the work that should be done by a GNSO Council that has a lot less to do than today. What we will need is more people within the Working Groups, where Constituency engagement will be crucial. We also have to carry the additional workload that stems from the different Stakeholder Groups and already that has two layers for the non-contracted parties where that house splits in to two separate factions.
