If we could get the vocational or advocational policy advocates to be 
_neutral_ permanently, never "taking off the chair's hat for a moment 
to sing the praises of policy X", we'd have a very different 
participatory structure.
In which case, the interests of the chairs would be irrelevant.

Given the breadth and depth of the Council issue queue, and those of 
the WGs, that all-issue-all-time neutrality will be difficult to find 
in someone who bothers to be involved in ICANN on a self-interest (or 
client or corporate interest) basis.
