ICANN staff members may be exempt from the individual responsibility for 
filling an SOI if ICANN has posted a global SOI the pertains to all employees 
and those who have an exclusive contract with ICANN.  Individual staff members 
would still be obligated to make a DOI statement on any particular interests 
they may have.
