I do agree with the comments so far.
In any project management there are clear phases:
- identify the problems and prioritise the problems
- propose broad solutions
- revisit solutions in comparison with priorities
- select those that are implementable and high priority
- implement them
- revisit lower priorities and continue the process.
 
Lets apply this discipline to our list.
