To get discussion going on this, I attached a version of this document
with my comments highlighted.  As I say in my first comment, this is a
very good report and my impression is that the OSC could make some minor
modifications of it and it could be ready to go.

        I'm pleased to forward the second part of the CCT's
recommendations on communications and coordination.  The CCT met last
week to review the final draft and we're ready to turn it over to the
OSC for consideration.

         

        I'm happy to discuss this with you in Reston at the venue there.
