My only suggestion on this document is to make the heading in the second
column of the table "Activity Commences," and the third column "Maximum
Duration." In other words, not later than T-5 months, the call for
nominations must go out, and the nominations period can last for up to
one month -- etc. This is not intended as a substantive change, and I
support the document.

As Chair I agree these are non-substantive and support.
The text before the OSC is now the GCOT report with these amendment.

I made a few suggested edits that I believe are non-substantial but
helpful; they are highlighted in the attached file. Also, if others
support the edits or some variation of them, I think the OSC could make
them without going back to the GCOT, although we should inform them. I
change the 1-day durations to 3-days to allow a little more flexibility
for intervening circumstances. I also change the title of the first
column of the table to make it clear that the tasks could be performed
earlier.
